Arlan joined the firm in 2025 and is a Wealth Protection Planning Paralegal in the firm’s Wealth Protection Department. He brings highly specialized experience in business-focused wealth protection planning, supported by more than a decade of legal practice and an international legal background.
A licensed attorney in Kazakhstan, Arlan advised clients on complex legal and business matters before bringing that experience to the U.S. legal and regulatory environment, including cross-border considerations. He earned an LL.M. from Penn State Dickinson Law, with a concentration in Commercial Law. Arlan’s writing has been published in Trusts & Trustees (Oxford University Press), including an article on private foundations and wealth structuring in Kazakhstan.
Arlan is also certified as a Finder by the Pennsylvania Treasury, reflecting recognized competence in identifying and recovering regulated assets, including matters involving unclaimed property. In his current role, he supports attorneys and clients with structuring strategies, regulatory coordination, and detailed legal documentation that promote long-term business stability.
He lives in Boalsburg, Pennsylvania, and works out of the firm’s State College office. Outside of work, Arlan values time with his family and enjoys being a devoted husband and father.
